Fuel tank filter plugged?

My 1973 911S acts like it isn't getting enough fuel. It starts and idles/revs just fine but when I take it out to drive, it craps out....i.e. no power under load. Car has the original MFI.

I've changed the fuel filter and it didn't help. The car has sat in the garage for long periods in the past so I'm thinking the fuel tank has probably rusted internally and the tank strainer/filter ahead of the fuel pump is plugged up.

Is the fuel tank strainer easy to access and replace? Thanks.
