82 SC am I missing parts?

I found out the hard way never travel with an out of date map! my one lane blacktop backroad turned gravel only about 12 km from my destination yesterday...so I slowed down and finished the trip, thinking at least the light rain I just drove thru will keep the dust down. My back bumper was covered in dirt and sand thrown up by the drive wheels. Looks like its coming from behind the bumper, between fender and bumper. Am I missing an interior shroud at the back fender well? Is all this stuff getting thrown up into my tail light housings? Just wondering if this is normal?

Sorry...to clarify, coming thru under the tail lights depositing on the rear bumper.
