help id exhaust

today i took off my exhaust and realized it has already been opened once i really don't know why but i can hear a lot of loose bits in the interior so i want to open it and maybe convert it to a sport exhaust but i cant find any info regarding this numbers i found, Ive searched here and on google and only found similar pics but no info, i would like to know if this can be welded with a regular mig welder and any info you could have
