Volkswagen Type 4, used in later buses and 914's. Reliable, cheap, and slow.

Also found in all the four cylinder 914s. The two liter variant is actually a pretty nice engine, but they are all quite underpowered for these days.

Yes, I think it would be safe to say that 75-100 hp, depending on OEM displacement and tune, is considered underpowered -I've owned two, and they are utterly gutless!
