electrical help

Hi,
Can you help me with this matter?.
My car is a 69 S ( electric diagram L33) and the horns never worked since I bought the car.
I have checked the relay, changing it with one that I have certified that works properly.
I bought two new horns and installed them
I jumped the 30 & 87 terminals to verify that the system works fine between them and actually they sound right.
Iīve also checked the continuity between the extremes of the contact pin (914 347 83 200)
I also have the original Workshop and Spare Parts Manuals for the model, but I couldnīt find the specific illustration of the place where the line should be attached to the steering column.
Neither have I the proper illustration of the steering wheel components as for me to identify any missing part or anything that mine doesnīt have.
So, I picture those two photos from my steering wheel, still trying to figure out how the system works and then identifying the problem.





I have also searched in the forum and read as many related posts that I could find.

Some of the suggested courses of actions were the ones I have taken, still without conclusions.
