Have a 83' 930, the wipers quit working and fuse keeps blowing, assume wiper motor at this point (wires look OK and fuse still blows without switch plugged in, but only when ignition switch is turn on).

However, during my investigation, albeit intermittently and only in the beginning of reconnecting everything (almost like the system needs to reset itself), the battery/alternator and oil pressure lights come on and the engine does not shut down even with the key removed from the ignition switch.

Is this just a breaker type reset or do I have bigger issues?

The first thing I would check would be the grounds.
The fact that the engine keeps running with the key off and out looks like the alt is supplying the power to keep it running.
If the wiring or contacts in the key are bad...perhaps the contacts are not making/breaking as they should.
Pulling the plug off the back of the key switch while the engine is running would narrow it down to the switch being bad (if the engine dies).

i have not looked into this very much on the 930, but there is something that keeps the ignition on for a few seconds after you turn it off.
the 930 does not shut down like most cars. it shuts off the fuel pumps and keeps the ignition on to burn the fuel. once it "runs out of gas" the engine cuts off. so the ignition stays on for a few seconds to ensure all the fuel is burned.

i would try to pull the connector of the wiper motor and see if the fuse still blows. if it does, your motor is good.

The wiper system runs off it's own fuse and is switched power. Meaning turn the key on and juice goes to the fuse. Something is shorted in that sub system.

Regarding the engine run-on, how long does it run on post key removal? It's not clear from your post.

It runs until I pull the fuel pump fuse or relay, after pulling the relay it appears to reset itself, and function normally.

Another, thing on the sort issue that it might be is the cigarette lighter, looks like I have to remove the same blower assembly to get at it as well.
