Those are DIN 8.8 M8 bolts, and 18 lb-ft is the 'standard' torque ...

torque is sometimes greatly misunderstood, 18 ft/lbs sounds like "to little" torque. We measure torque in Lb/ft or Ft lbs etc......
so 18 ft/ lbs would be applying 18 lbs of force at 1 foot from a fulcrum.. Torque is a value in motion a significant amount of tension can generated with a small diameter bolt. fine threads, lubricated etc...... torque values are usually well out of the plastic range of the material the bolt is made of... allowing for thermal factors etc..
