3 pt rear belts into 1984 Coupe

I've read all of the associated threads related to swapping out the rear lap belts for belts that include the shoulder restraint, but still have one question. I've pulled my rear parcel shelf, lifted that handy belt retractor cutout in the padding that was covered by the parcel shelf and revealed the hole in the metal through which a bolt could pass to secure the belt retractors. However, below that hole is...just more metal. I'm guessing that my 1984 Carrera was built too early to have the hardened steel threaded bolt receiver that others have mentioned finding in their cars. What does this group suggest as the best way for me to still mount the shoulder belt retractors?

Should I drill through the lower metal into the engine compartment and mount one of these reinforcement plates? Schroth Competition Belts » Competition Hardware » Reinforcement Plates » HMS Motorsport

Is there a less intrusive way to do this? Every thread I've seen talks about there being a standard for seat belt bolts, namely that in the US all seat belt bolts are required to be SAE 7/16" 20 TPI. I'm assuming that this is what the HMS motorsports website refers to as being the "standard" size and pitch version.
