does something pad the cross member from the body

Is there supposed to be a seal or bushing between the front cross member and the body?

It just has a little indentation ring on top and it would be nice to not jam it against fresh bottom paint that would surely crack and open up a place to rust. Thought maybe a thin flat rubber washer sat there or something.
