Looking Again - Input Needed

I know this is probably more a Marketplace question, but the action is here. Sold the 87 911 targa a year ago and have been regretting it ever since. Looking to get into another P car soon. Came across this local car and have a couple of questions.

Are the RUF upgrades worth more money? If so, 10%? 20%? Above market? I know that I need to check the paperwork, etc. Let's assume it looks solid.
Are the wheels that special?
This car has some nice features. I was thinking it was probably worth $40k...what do you think?
Am I missing anything?
