What's this?

What's this thing lurking behind my oil filler tube (82 SC)? And why does it have a nozzle with no tube attached?

That looks like the charcoal filter unit. There should be a hose which connects to it.
Are you smelling gasoline fumes when driving?

That unit should be mounted in the wheel well…if I am not mistaken.
Someone must have stuffed it in there for storage??

No gas smell that I can tell, but I just got the car and only driven with the top off. Where would the hose connect to?

I felt around the back and there are two hoses, so I'm assuming it's connected. I guess the nozzle on the back is some sort of one-way valve, or just a handle for removing the cap. Thanks for the info!

The hose routes back to the left side of the air box to same size nipple

On the earlier SC's there was a hose that connected to that single rear facing port and ran to a connection on driver side engine shroud to simply supply fresh air to the charcoal canister and help return fumes to the airbox to be burned. But on the later SC's like your 82 and 83 Porsche deleted that hose so you canister with no hose connected there is normal from the factory.
