i dont think any of us know what the 017 WUR is. yes it has 2 ports, so at this point i would assume one is for enrichment. also, the vac port on the earlier cars is on top, the later on the side.
i used that same diagram for quite a while when i was new to CIS, then it dawned on me that it was a 78 diagram and my 77 WUR was different.

easiest thing to do is put vac on each port and at best, see if pressures change, at worst, see if the engine runs different.

By just looking at your WUR, I think the problem you are having is simply it is not properly connected to a vacuum port at the throttle body. Or the WUR is leaking and not holding vacuum as needed. I'll be more than happy to test it for you FREE.

John,

Was the engine running well before with WUR-017? I can't imagine how the engine could run well with the current set-up. I'm interested to know if you ever had this engine run very well using the WUR and its current configuration. Keep us posted.
