(re)Building 3 piece wheels

Hi -

I've seen many threads of how to build / rebuild 3 piece wheels (cleaning of sealant, torquing, etc.) but what I haven't seen answered is do I need to clean the old bolt threads and threaded holes in the face of the wheel? Also it looks like the threaded hole on the face of the rim has a slightly raised area around the outside of it (almost as if the thread was being "pulled out"), should I be filing these down to make the surface completely smooth?
