Help me identify this part

While cleaning the corrosion off my battery (white powder in picture is baking powder), I was wondering what this large, black, plastic thing (in the center of the picture) does? Is it the housing for a blower?

Fan, blows air across the front Air conditioning condensor (I think)

If it doesn't have one, it needs a fuse.
