Can't really answer that. My guess is that they are for carbs, BUT they are currently installed on an SC engine that has been diddled with. Still had CIS, but also these three-into-one HE's going into a dual inlet and dual outlet muffler. All look factory. HE's look just like the ones on my old 914-6, more or less.
