Parking brake...
I am not having much success with my parking brake on my 1970 911T. I replaced the rotors and while I was in there I replaced the shoes. I can get the wheel to lock up while it's up off the ground but when it's down and has the weight of the car it rolls; the lever pulls up three clicks. I've adjusted with the cog several times and I'm confident that it set correctly. Could it be the cable?

There's a threaded tube on the inner hub assembly that you can use to refine the cable adjustment. Both sides have to be adjusted to the same tension for the car to hold stationary on the ground.
FWIW, three clicks isn't really a lot of clicks. My cars all require almost 60 degree angle of the handle to hold - but then again I seldom use them. Bill K

Adjust the star wheels so they you can hear some very light contact scraping as you spin the wheel by hand, then leave them alone. The rest of the adjustments are done with the cable.
It's possible to get at the star wheel through the larger hole in the rotor - so you can spin and listen with the rotor bolted down. Bill K

Back to basics, check you have assembled the brake shoe expanders, adjuster wheels and cables correctly, washers and all retaining springs/pins correctly orientated. Were the new discs coated with a protective film in the drum brake area? Did you scuff up the new shoe brake materials with sandpaper? (I always do this with brake shoes) Rotating the adjuster with a screw driver through the provided hole should allow you to get both sides so they are all but locked up when you turn them by hand, or at least touching for part of the rotation. I have had these apart a few times over the years and yet I managed to assemble one side incorrectly once, could not believe I made such a basic error. It both scared me and reminded me to triple check everything, brakes have to be 100% every time.
