1986 911 fuel problem

i have a 1986 911 Carrera
after driving for 50 mile if i shut the car off for 15 minutes sometimes when i start it again it will act like it is running out of gas. the engine will surge revving up and down, if i try to give it gas it conks out. it will start right back up and if i just wait till it stops revving it fine.
any idea what would caus this?

The surging sounds typical for an Idle Control valve problem or a vacuum leak.
