I'd suggest something good for a harsh environment, like POR-15. It comes in a lot of colors, and is pretty durable. These tanks seem to rust because of the combination of the heat from the oil and small bare spots on the metal exterior due to flying rock chips. etc...

Use toluene to clean the inside of the tank, plug the holes and swirl it around a few times drain then repeat until clean solvent comes out.

POR actually makes a fuel tank kit (inside and outside treatments) - should be on that link.

My concern with a fuel tank kit would be if the sealer is rated for the temperatures the oil would see (250F +???). I don't know if the fuel temps get that high. I wouldn't think it would be necessary to seal the inside of an oil tank. The surface would be coated, and the level would remain fairly constant (compared to fuel). Plus, the sealers might not be compatible with engine oil either. I don't know if this is true, but you might want to look into it if you're not sure.
