Question Air through oil cooler

The other day my oil cooler blower kicked in as I was opening the garage and I took the oportunity to check it out. Suprisingly I couldn't feel much hot air blowing through the cooler even though it sounded as if the fan was blowing hard

Is this normal or is a cooler remove and clean in my future?

Hi:
Here's a data point...
I fitted a SPAL 7.5" fan in front of my oil cooler ( 85 Carrera...normally sans fan).
When activated...there is a noticeable amount of air I can feel on the backside of the cooler. However, since there is a ventilated shield in the wheel-housing that protects the backside of the cooler...you may want to place your hand at the very bottom of the shield to sense if any any air is coming through.
