Wedge bolt not flush

Changed wedge bolts with new PP sourced bolts, neither originals or new are flush on one side of the car - it is inset 1mm rather than flush - is this ok or does this indicate a ball joint replacement is required? I know there was a problem some time ago with wedge bolts that wouldn't seat far enough to be flush but this is the opposite and I couldn't find any reference bolts sitting to below flush

How much torque did you apply to the lock nut?

Has your torque wrench been recently checked & calibrated?

Factory or "OEM" wedge bolt?

16 ft/lb, 6 mo old 3/8 Mac tools torque wrench calibrated. OEM part I would guess - its the one Pelican sells. Nothing seems galled or worn out and the ball joint "looks" ok ie. not ancient. Ended up at that position just pulling it in with the torque wrench, not driving it in.

How odd? I've seen new wedge bolts stand proud, but never recessed.
