78 intermittent horn issue

All,
Car is a 78 SC. Press the horn button and you get a honk for a second or two. Hold the horn or stop pressing and start again and no honk. I searched the forums and didn’t see anything similar. I do hear the relay click. I pulled the horns thinking the connections were suspect. I hooked each horn independently to the battery to test them. The long horn works as a it should and has continuity. The short horn didn’t work and does not have continuity. I hooked up 2 test lights to the loose wires and pressed the horn button. Both lights light up. I held the horn button and the lights stayed lit. I turned the steering wheel while holding the horn button. The lights stayed lit. No flicker or anything. My question are?

Do I have 2 problems? A bad horn and another problem?
Or does a broken horn cause intermittent honking?
Also, anyway to fix the broken horn or do I need to replace it?
