Please help identify this part
 

85 Carrera. Part of smog equipment. My smog tech told me to get a new one he can install so the car will pass visual.

That is an air valve & it's baffle (or rubber adapter), may be NLA but can be bought with the 'baffle' - both available a Autozone or parts store. you'll have to replace the clamps.

Thanks Dan! So, according to that old thread, just capping it off (eliminating it) is OK? I don't have cold weather issues.

You're welcome John - but sorry, I can't answer that question. One guy said you shouldn't and the other guy did it. Maybe re-open the thread (re-post to that old one) or give it a shot and test for yourself, but I don't know myself.
