Looking for a reason and solution why my clutch pedal does not come all the way back even with the brake pedal? I recently had a new cable installed.

Several:
1) Horse shoe spring is weak - replace 2) Clutch pedal spring is weak - replace 3) Clutch is misadjusted - adjust 4) Pivot shaft for the arm connected to the cable at the trans side is sticking - remove arm, clean up pivot and lubricate 5) Pedal bushings worn or oil soaked - replace Could be any one of the above or a combination. It's a matter of adjustment. If I remember correctly, to get the pedals more even, you would need to "loosen" the adjustment at the tranny end of the cable. That would cause the clutch pedal to move closer to you and would cause the "take up" point on the clutch to be farther into the pedal travel.
