Horns interfering with light harness - does this look wrong?

See the pic below - as it stands the wiring out the back of the turn signal is interfering with the horns (passenger side, looking down at front valence, bumper removed). As far as the horns, I have the shorter of the two outboard but the Bentley manual showed it inboard (I think). Any thoughts?

Anyone have a pic of how they should look installed? Should those wired go behind the horns? I don't remember pulling them out from behind but I could be wrong.
