From the VIN, your car is a RoW so I'm not sure that you would be able to get a COA but they will tell you. If you find any sticker on the car (even paper one) post a pic of it. Did the PO (previous owner) give you any idea where he got the car from? Not familiar with the CA DMV but there might be a way to find previous registration (in State/out of State).
