You or the PI might also contact the regulatory agency that controls dealer licensing in Florida. Here's the site Florida Highway Safety and Motor Vehicles They can provide information on the dealer as well as start action against the dealer.

thanks, at your suggestion I did contact them. Of course he isn't licensed in Florida. But hey its one more person who knows he's out there still operating.

I buy a lot of stuff on eBay. They offer recourse if you don't get the item you purchased through their "resolution center." I've only been cheated once but I filed a complaint and after about a week I got an email from eBay saying my money was being refunded. Nothing of this value, of course, but I was happy with the way eBay handled it.
