You should post pictures of the car in case anybody has seen or knows of the car.

Any way that a Private Investigator or the police can triangulate the exact location of his phone when he answers?

The Craigslist add is down (flagged for removal), but here are some photos from the ad that I sent to my email.

Found the original ad - sold via ebay by MotoExotica in St Louis. Same photos. You can see all the photos on the company website in the sold section.

You or the PI might also contact the regulatory agency that controls dealer licensing in Florida. Here's the site Florida Highway Safety and Motor Vehicles They can provide information on the dealer as well as start action against the dealer.

I would never trust someone with a name I can't pronounce.

To be honest I'm not even sure it it's a man's or a women's name. But since my surname is Jitts I guess I can't say much.
Just seeing those names are suspect. Kind of like those Nigerian scams. Your money is probably being used by Isis right now or some other American hating people as we speak.

LOL

"Fellow mujahideen, we have come up with a great plan. We will strike at the very hearts of the infidels. First we will acquire an old Porsche 911 and we will advertise it for sale. We will go so far, praise Allah, as to allow them to have an independent PPI of their choosing and then once we have their money, we will skip out and use the infidel's money to fund our war of terror on them!"

Right.........

Stranger things have happened... like that Texas plumber whose work truck complete with graphics showed up in Syria. These names look more like Boko Haram...

...if the buyer won this on eBay, and paid via PayPal? What would be the recourse then?

I buy a lot of stuff on eBay. They offer recourse if you don't get the item you purchased through their "resolution center." I've only been cheated once but I filed a complaint and after about a week I got an email from eBay saying my money was being refunded. Nothing of this value, of course, but I was happy with the way eBay handled it.
