standing water surrounding gas cap

After some heavy rains this spring, I've notice standing water surrounding the gas cap. I've put my hand down there and it seems to be a rubber gasket all around this cavity. I suspect somewhere down there is a clogged drain hole, but before I poke a stick down there and potentially break the rubber, I wanted to see if anyone could point me to the correct solution. Thanks!

On my 83 there appears to be a drain directly below the fill neck at bottom of cavity..you can kinda see it in the pic..

That's it! I felt around with a bamboo skewer and had to push down pretty hard but unclogged it. The drain is a hard white plastic tube, and it's not a straight shot as it bent the skewer. Now maybe I should stop parking under so many trees...

You are missing the protective flap that is supposed to keep gas drips off the car: 91120127901
It being there could help deflect debris.

I've got the two overlapping flaps (the pic was of 83-911SC Cab's car, not mine). The debris is there because I have to park on the street (no garage, but hope to remedy that soon), and usually try to be under trees to keep the sun off the car. But now I'll be monitoring this area--probably vacuum it out once everything dries up.

I got my flap as well.. Just took it and fuel cap off so he could see the drain easier..
