85 fuse question, window power

Read a bunch of threads but couldn't find this one...

See pic - clearly #2 & 4 are burnt

Passenger window won't work from drivers or passenger switch, but driver window works

#4 is headlight washers, and as expected they don't work

#2 is windows and sunroof

Question - why is driver working but passenger not if fuse is gone?

Yes it has H4 lights which I've read require an extra relay but that goes far beyond the realm of my knowledge and I don't know if it interferes

But before l replace burnt fuses, any other advice?

Not to be a smarty , but isn't that the back of fuse #2 ? Have you pulled it out and confirmed it has blown?
