fuel expansion tank
hey guys any reason why this outlet on my ventilation tank would be molded closed?
I cut it back a little but it looked like it had been made to be closed off I thought maybe the heat could of melted it but it looks untouched from any damage

Sounds like a defect to me. I don't see how it could work properly unless both are open.
The bottom is to allow excess fuel to return to tank, top is to vent fumes to charcoal cannister.

I know U.S. cars vapor emissions, but have no idea about other markets. It just does not seem to be correct to vent to a sealed container.
