fuel expansion tank

hey guys any reason why this outlet on my ventilation tank would be molded closed?

I cut it back a little but it looked like it had been made to be closed off

I thought maybe the heat could of melted it but it looks untouched from any damage

Sounds like a defect to me. I don't see how it could work properly unless both are open.
The bottom is to allow excess fuel to return to tank, top is to vent fumes to charcoal cannister.

Looks like mine runs a hose to a little rubber boot thing begind the front bumper

I know U.S. cars vapor emissions, but have no idea about other markets. It just does not seem to be correct to vent to a sealed container.

Ive now drilled a hole through and air passes through it. Well see if it does the job��
