Anyone Know What This Is?

I'm looking for a place to mount the reel for 3 point retractable belts on my 70 911 and i thought this was a bolt hole but it's not. It's about 12" below the back wing window and right in front of the wheel tub. One pic below is from the inside and the other is from the outside (covered in Wurth or 53 years of dirt)

There was a bolt installed as a placeholder for the retractables, from the factory (from 69 onward I believe). Installed from the outside wheel well. Clean off the schutz and you should see it. 7/16th" SAE fine thread. I think my 69 had a Phillips head bolt, but these pics show a hex head. What you are seeing on the inside should be the end of this bolt.

Thetorch was right! I cleaned it off and removed the bolt from the outside. Perfect place for the retractor. Amazing to me that it is there for a future use.
