84 Carrera Rear Valance Question

My Carrera's rear valance center section got damaged years ago backing into a rock in the driveway and is dented and lost some paint. I removed to repair and when stripping the paint noticed that someone had previously repaired this using bondo and repainted. I want to repair this properly so I have two questions.

1) Was "stoneguard" used on the center section of the valance like with the Carrera / SC rocker moldings or are they supposed to be smooth?
2) There appears to be a small lip or ridge about an inch from the bottom of the valance that goes across the entire section. Is this the way it came or poor body work from the previous owner. Appreciate any feedback.

Info...

No stone guard was used, its body color smooth finish.
The bottom edge had a rolledlip.
