Help with wierd pulley

I HAVE THIS CAR FOR SERVICE AND IT HAS A STRANGE PULLEY AND ENGIN TIN, I WANT TO ASK IF SOMEONE CAN TELL ME WHAT THEY WERE FOR.
THE PULLEY DOES NOT ALIGN WITH THE MAIN PULLEY, AND IT IS MOVED BY THE LEFT SIDE CAM, I WONDER IF THIS CAR WAS ORIGINALLY MFI AND THEN CONVERTD TO WEBBERS, I GOT NO IDEA.
MAYBE FOR THE A/C ?

Thanks for your response, I tought the smoke pump started with the California cars only, and after 1973
