Turbo Brakes under Steelies

I have searched but can't seem to find a answer to "How to get Turbo Brakes under Steelies". I have heard it can be done but no documentation. Here is what I have and what I have found.
My steelies are 5 1/2 x 15
168.275mm/6.625in Overall Rim Width (with lip)
139.7mm/5 1/2in Rim Width (without lip)
127mm/5in Backspace
38.1mm/1.5in Frontspace
3.175mm/.125in Lug pattern plate width

The turbo brakes fit under my steelies nicely. But to get the wheel to spin freely I have to use a 44mm/1.73in spacer to clear the stem protrusion on the back side of the wheel. Pic included. Some questions that come to mind.
1. Can I just flatten the stem protrusion?
2. What distance is available before the tire hits the fender? 195x60Rx15 Front and
back.
3. Do I need sot go with a widened 7x15 steelie 7R? Read that they are made with
67- 78 chevy truck wheels. Am I able to just use mine?
4. What other problems should I be looking for?
5. Any issues using 44mm spacer?

Harvey Weidman helped with this post.
"The 73s that I have seen don't have it. (I just sold all of my 72s so I can't check)and I can't remember if the 72s did or didn't but pretty sure that the 71s did have them....
I'll look some more. Or anyone out there with a 72 steel?
The steel collapsible spares from the SCs don't have them. Those are the wheels one should use. All of the others are too valuable."
Anyone have any pics of the steelies without the protrusion or can answer any of the other questions?

Ya I know they are heavy. I believe 19lbs verses 12lbs. Will give up 28lbs for the sleeper look. If I were using for track or street racing I fully understand. May be forced to go with the lighter Fuchs if I don't find a good work around.
