Blinkers notd working

Giving this one more shot before it's off to a pro. I have an 85 911 and the blinkers are not working. The hazards work (but only when the headlights are on), so I'm guessing it's not the relay (which has been replaced). The blinkers do not flash when turned left or right. However...if the headlights are on, the bulbs DO get brighter and the and the arrow on the dash goes on solid. Now....since the switch does make the bulbs get brighter, I'm assuming it's not the switch. fuses are good, headlight switch and hazard switch have been replaced. I guess the new switches could be bad or the previous owner did something wrong when they were installed.

Could the relay work for the hazards and not the directionals?
Could the turn signal switch be bad and still have an effect on the bulbs (making them brighter)?
Ideas on why the hazards would work only when the headlights are on?

sounds like a wiring problem.
get the diagram and start tracing. make sure all the switches are wired correctly.

Is this something that has just started? Check the grounds to your lights. Try running a wire from the ground connection in the light to a good known chassis ground as a test.
