Leak down test

Hi all,
I have a 2.2t sportomatic engine which had been saved and prepped for a 914-6 conversion and stored indoors for several years. I have decided to sell the engine and had a leak down test performed to help describe condition. Cylinders 2-6 had low leak down numbers, 3-6%, but cylinder 1 has 30%, leading me to think that the rings are not properly seated. The engine turns easily, and is in the stand and easy to service. I am planning to soak and rotate number one in hopes of freeing up the rings versus a full bank tear down, but if necessary will dis assemble to inspect and repair if needed. Any suggestions from you seasoned mechanics?
Much appreciated!

is the engine a new build? how many miles if not.
you can listen for where the air leak is.
check valve adjustment.
check exhaust port for leak. carbon can keep the valve from closing
check head studs

Thanks so much! I'll pull the covers and inspect valve adjustment and check studs tomorrow! Not sure of the miles on the engine, only that the PO had it prepped and was confident enough in it to install it in a 914 back when rebuild prices were not as intimidating! (2007)

If the valves are a little rusty from sitting it will effect the leakdown numbers.

take a listen for where the air is leaking from

how many hours on the motor? you don't mention if it was saved fresh, or saved from being torn down. if the very insightful suggestions above have no effect maybe get one of those camera scopes and look for cylinder scoring or top of piston evidence of issues.
