Electric starter issue - bench testing

When I took the engine out of my 1973 911T two years ago, the starter worked fine. At that time, I cleaned the external of the starter with mineral spirits. The starter has been sitting in storage since then. Today, I tried to spin of over on the work bench. I grounded the housing (from battery -ve), I connected battery +ve to the lug on the solenoid, and I applied 12v across the two small spades. The starter gear extended outward well, but there was no rotation. I read that the solenoid needs full extension of the starter gear before it can power up the motor. Is it possible if could've damaged the starter cleaning it? How do I know if the starter gear is fully extending? Is there anything I can inspect (brushes?)? Would measuring the amperage draw during this test help (i.e. low amperage - solenoid isn't engaging motor)? Any help is appreciated. Thanks, Kelly

Bypass the solenoid put 12v+ to the starter post on the bottom of the solenoid to see if it spins. The brushes may be stuck to the commutator give the back of the starter a good rap with a hammer first.
