Targa bar "holes"

I am referring to the holes in the targa bar on each side of the mounting port for the targa top. I've found numerous old threads about sealing these off with plastic rivets as well as complaints about how the rivets usually break off during installation. Is there any reason not to just fill these holes with silicone glue? I imagine that water leaks into the targa bar if I do nothing. These holes were open when I stripped the car down.

The rivets are less than a buck each from Porsche. You will need to make a tool to set them but it is not hard and they keep the seal in the proper position.
