From a '69T:

Held in place with a heavy duty elastic band.

I can't be sure, but I *think* it's what they're calling a 'rubber sleeve' (item #17)

You can get these at McMaster Carr. They are sold as Square-Profile Oil-Resistant Buna-N O-Rings :

I can't remember the exact size that I got. Measure the diameter and profile width of your old one and subtract a little from the diameter account for its age. I had to buy a lot of 10 so I sold the rest at no profit.

Ok, found my order history. It was the 1/8" width, number 256. 5 3/4" to 6". It was snug but I would maybe get the next size smaller. Your call.
