Help removing tank in front left fender

I can't seem to see how the lower black tank in the left front fender, can be removed (then replaced). Is that the washer tank or expansion tank? Anyone have specifics on what and where I need to unbolt? I loosened the strap that goes around it at the bottom, but it still seems attached at the top somewhere. I need better access to the bumper shock mounting bolts.

Yes, the lower black tank is the windshield washer tank.

If you removed the strap you are almost there. There is 2-10 mm bolts at the top that hold the windshield washer tank to the expansion tank. It's way up there.

The washer tank also hooks onto the expansion tank above it via a molded plastic piece, you have to raise and tilt the washer tank to unhook it...
