SC with cold running issue seeking input
 

Hi,
Stock 1983 SC starts up well, but has poor throttle response (flat) when cold. Erratic idle as well. The spark plugs, fuel filter, distributor cap and rotor and air filter were changed.I was checking for voltage at the WUR with key on and did not get a light with the test light.The WUR was supposedly changed. Any input or diagnosis tips are appreciated. Thank you in advance.

The first thing you need to do is check the CIS fuel pressures. I would start here:
