Bad O2 sensor is a common failure mode. From this picture it looks like yours isn't plugged into the bung?
FWIW, a properly running 3.2 should easily pass California smog which is at least as tough as Colorado..

That pic was after the cat was just installed so the O2 sensor was not plugged in yet. The sensor was tested and is good however the box that it connects to that piggy backs on the DME (it's a RoW car) does not seem to be doing anything with the signal. Spoke with Steve Wong and may have to have the DME circuit board updated to US spec. The Air Care Colorado counties here have emission requirements as stringent as CA.
