How do you remove chalky film on new rubber?

I just purchased a new rear bumper rubber from our host and the new one is chalky. How do you remove the chalky film?

It's talc. Dip it in Hot water.

Always start with the mildest chemical and if it doesn't work move to the next.
Water
Hot water
Soap and water
Citrus Cleaner
Prep-sol / Prep-all (wax and grease remover)
Paint thinner
etc.

Let us know what works for you.

Thanks for the replies! Blooming was the issue.
I first tried cleaning with soap and water with so so results. Then moved on to WD-40. This seamed to clean off the residue, but left the rubber dull. Tried mineral oil and that helped a lot. Then I tried Mother’s Back to Black and this helped a little more. Finished it off with Gummi Pflege and here are the results...

WD40 and other petroleum based chemicals should be kept off rubber as it deteriorates rubber. I use silicone spray on cleaned rubber parts to make them look good and offer some measure of protection. Keep silicone out of the engine compartment, though, as it can kill sensors (O2).

Forever Black is a far superior product to Back to Black. Permanent fix rather than a temporary shine.

Get some of those Mr Clean Erasers at the grocery store. They are perfect for knocking off the white stuff.

I did it on my smiley with extremely good results.

Use the "black" of your choice and I do recall Forever Black is superior.
