Cleaning Cookie Cutter Wheels

Any suggestions on how to clean cookie cutter wheels that sat in the yard for a long time?

I had some filthy wheels on my car and used both the Sonax and P21S options. Both are excellent, but I think I preferred the Sonax. I used a heavy duty wheel brush as well.
