Looks like the factory bumper with the rubber bumpers removed and with some oddball license plate lights grafted on.

Looks like the stock bumper, rubber trim removed and holes filled. The two nubs on the far left and right look like the modifier left one mounting bolt in place. And the two center housings are aftermarket license plate lights.
