Yes, it's true (on both counts). There is a hose clamp to adjust the position of a metal tab on the shift lever relative to the new gate tabs in the 1st and 2nd gear positions. After positioning, I suggest the tab be welded in place. After the first few kits were sold, I included an update recommending this be welded, just to be sure it doesn't migrate to another position (which can happen under forceful shifting). Including a pre-welded shift lever would preclude being able to adjust the position of the metal tab, so this isn't an option. The only option is to temporarily position it (hose clamp or equivalent), then permanently fix it in position so it doesn't move. Here's a late product photo.
