Odd VIN

Saw this on a bare chassis today.
Any thoughts on how to decode it?

911 33 0781
Should be 5 digits after 91133.

91133xxxxx would be for a 73 (S or Targa)

This is supposedly an RS chassis used by the factory to test components.
