Thanks, Paul. I had seen that thread but not lately.

The PET says '81 and newer. Was there some other way that's applicable to older cars?

Good question. I'm not sure.
Below is another thread, which you may have already seen. The fellow that posted the thread mentions that he is working on his friends 81SC, which has a restrictor installed, and is having similar issues.
Apparently, the restrictor was not seated correctly, and is what was causing the issue.
Someone else also mentions that the restrictor was used starting with SC's. It also has a bit more information on where and how it gets installed.
