Vacuum oil extraction?

Vacuum oil extraction is all the rage especially with MB dealers these days. Here is a video arguing its benefits:

Is this even possible or effective in air-cooled engines with 2 sumps and an inaccessible engine sump?

It really serves no purpose seeing that you are going to miss the quart that is in the front cooler lines.
