Has a vent line running to the top of the reservoir. Where does that go to? Is it just loose or is it connected to something? Its been a while and I don't remember

The larger line connects to the matching port on the TB
The smaller line attaches on the TB by the tap with the blue spot.

and the vent line stays open at one end, right?

The tank is sealed, there is no vent per se except to engine case and throttle body which are part of the sealed system.
