Hose Clamp Question

Which type of hose clamp is supposed to go on this hose that goes from the cooler to the oil tank? Looks like whoever replaced it years ago on my car put two stainless steel ones. Can’t imagine this being the factory solution. Changing that hose now, figured might as well get the right clamp

Always wonder how tight is enough on these clamps.

Is bottoming the screw advisable ?
